Tractor would run only when choke pulled out about 1/2". I had the carb rebuilt and now I still have to choke it and I have to move the throttle almost to full before there is any increase in rpm. Also, after moving throttle back to idle; I have to move the linkage by hand to get it to idle. Could the new throttle shaft be too tight for the governor?
 
1, the butterfly's for choke and throttle plate should move smothly, not stuck hard.

2, check your governor linkage, no slack, no preload.

3, have you looked at the manifold to check for a crack or leak?
