seal and brake pad change vs shims

im about to change brake shoes and seal on 48 8n, ive read instructions and this zero loading is baffling, if I change the outer seal the only one on the tractor and put the same shims back in I shouldn't have to worry about adding or taking out shims should I? Im not the most polished rock in the stream bed so please stay low tech.
 
Robert, here's how I understand it, others will correct me if I'm wrong.
When you put the axles into the differential, the ends touch.
They need to JUST touch, not press tightly together or they will wear prematurely.
If you don't have enough shims, they will be too tight.
If you have too many shims, they won't quite touch and the slop
in and out will wear out your new seals.
Seals are cheaper than axles, so better a tad loose than too tight.
The problem with just reusing the shims as I see it is that you don't
know for sure they were right before and with the new seals and
gaskets they may not be the same.
