2N hydrolic lift not raising shredder

Why does the hydrolic lift control not raising shredder when PTO is hooked up. If I put the power take off lever in gear it tries to raise. I got the shredder blocked up and after blades started turning shredder lifted up. If PTO is not hooked up Hydrolic lift control will raise shredder. I'm baffled

PTO must turn for lift to work--just the way they are made.....

why wont it stay up when pto is cut off

Been discussed on here thousands of times-internal leak somewhere in the hyd system--remove side plate where dipstick is located--raise implement-turn pto off look inside to see if oil is leaking from mouth of cylinder located up high inside--a drop or two now and then is not a problem..if leaking down fast you should see obvious leak at mouth of cylinder--up high and to the right inside--look and see what you see..if not leaking above it could be a bad pressure relief valve--if it is leaking bad you will see lots of turbulence down low below the oil level....do a search for "lift won't stay up" and you should see where this has been discussed before...it should be very helpful..
