8n PTO shaft

I recently bought an 8n. The PTO shaft appears to be covered by another PTO shaft. My eyes may be deceiving me, I'm not sure. Either way my bush hog will mount to it. Is this standard?

The PTO stops when I push the clutch in.

No an over running clutch is an extension that mounts onto your rear PTO it is used for things like a brush hog. It momentarily disconnects your rear mounted implement from your rear PTO so the inertia caused by the rear implement doesn't keep forcing your tractor to move forward.

As greywolf suggested, Google over running clutch & see if that's what you have. (and it probably is)
