Gas slow into bowl

Trying to get an 8N front mount 12v started, and one of the problems is fuel flow. I believe there is some (at least) rust flakes in the tank. What is the best way to take care of this? Can I take the fuel bowl assembly off and rinse the tank out? Is it a big problem to take the tank off to do this?

No, not really. The tank is mounted in the hood.
Four bolts around the dash, two at the bottom of the doglegs
and the fuel line is about all you have to take off to remove the
whole assembly. Wiring for the headlights if you have them.
You'll want a helper though, even if the tank is empty lifting the
sheet metal as a whole is awkward and it has to be maneuvered
around the obstacles to get it out in the clear.

It will set on two saw horses pretty well, just watch the
sediment bowl assembly. Bet you can guess why I say that! LOL
 
With the correct screen in place and a person keeping tabs on the sediment bowl rust in the tank should be little to no problem. I have one tractor that has that as in rust in the tank and after I rake say half my field I have to dump the sediment bowl and it has been that way for years and yet to give me any problem other then that. Most flow problems are not a rust problem but clogged filters etc.

My reserve has never worked. But normal flow is fine. Refrained from removing the fuel filter assembly from under the tank since it seems like like PO really screwed it in there I would more than likely damage it if I removed it.

Is there a lower orifice that allows the reserve through when the knob is fully open that needs to be cleaned out?

Yes, but I am at a loss for how to clean it without removal.

I figured that removing it was a necessary just wanted to make 100% sure. I was wondering if I could poke and prod through the knob assy.
I am weighing my odds do I want to have a backup assembly because the PO seems to have placed some very hardend sealant around the the threads and filter assy almost trying to seal a cracked tank so that removing it will surly will distort it or cause me a bigger PITA.
