Steering Wheel Play

I tried rotating the hubs on my early 1948 (4 bolt) steering gear to take up the Play...but that didn't help. There is NO up and down play at the steering wheel shaft. The Sector shafts seem to be correctly connected. I'm baffled. I have put a lot into this restoration and I'm now ready to paint the gray sheetmetal, put it back on and I'm done...but this steering "play" of 7 inches won't cut it! I appreciate the comments so far but I need more help. Any other ideas anybody? And another question: Is the word "backlash" as mentioned in the FO-4 manual the same as the word I'm using (Play)?
Installed new tires from Les Schwab Tires (SAMSON) brand. See photo. ...Now If I can just fix the steering gear!!

Thanks Doug for your reply. Perhaps that is probably the way I will have to go. I had the sectors out...cleaned them and re-installed them according to the FO-4 manual. Question: Where is the bushing? Inside the hub or elsewhere? I didn't see any evidence of a bushing on the sector shaft itself?
 
if no thrust play ( good ).. and rotating the secotr covers does not adjust backlash.. ten time for bushings.
 
Bushings are in the hubs the new bushings will have to be reamed to fit. You will also need new seals they have to come out to get to bushings.
 
If that is the tractor you are working on, the rear tires are reversed; the tread is going the wrong way. Your tractor, your tires, but just an observation from the photograph offered. Nice job on the restoration.
 
Wow! You are right. Had my 2 young grandkids helping me install the wheels and tires...I was so focused on them that I did not even notice. We will make it a project this weekend to reverse the wheels so the tread runs correctly. Thanks for being observant! :)
