inner rim surface

Carl: I use a rotary wire brush on the inner surfaces and then paint heavily with a rust resistant paint. Also, one could cut up an auto inner tube and place in in the rim.
 
Carl,You could coat it with rubberized under coating,but that will take 2 or 3 days to dry enough to put a tube against it.Better yet is to use black truck bed liner,it drys fast and works good.I have used both on several rims that I have redone.
 
They do make liners, but as Doc said old inner tubes work.
So does a couple layers of duct tape wrapped around the rim.
I too would clean out all the rust and prime then paint first.
I've used Rustoleum Rusty Metal primer with good results.
I brush it on, no need for it to look like a show car in there.
 
I had the same problem with the hat wheels. I sandblasted then primed, next a coat of spray undercoating and finished off with a layer of Gorilla tape. This made a surface that should not damage the tubes.
 
cleant he rim. grind, wire wheel, etc. prime with rust comtrol primer and then paint with rust control paint. epoxy paint works good too. if very rough.. boot it with an old tube.

i have seen some people use rubberized undercoating or bedliner paint with no friction addative added too.
