9N axle mystery

So just aquired a non running 9N for basically nothing. When checking things over I noticed on one outer axle that instead of the rivets you normally see there are bolts with double nuts on the outisde. Did someone try to do a seal replacement and drilled out rivets as a shortcut?

The rivets MAY have worked loose. Wouldn't be the first and only time that has happened in 70 or so years!

One of mine had had someone to weld the rivets in place. Probably
for the same reason yours were replaced.
