When I press the starer button it operates the starter intermittently. What is a good way to test whether it is the button or the starter? I recently cleaned all the terminals and will clean the joint between the starter and the housing next. This has been an ongoing problem for years but it seems to get better in the summer when I use the tractor every week.

Hope this isn't a dumb question but I'm electrically challenged when it comes to that tractor.
 
9N has a mechanical linkage that pushes a switch closed.
You can check to see if the switch is actually closing using an
ohmmeter or (roughly) by putting a test light across the two
posts and making sure it goes out when the button is pushed.
It's not uncommon to have an aftermarket switch "cave in" on
top and then not work. Some have soldered washers to the end
to make it work again. Replacement is $14 on YT.
If the linkage is actually bad, that will require a little more effort.
 
Oh, I see, the current stops when the switch is pushed. If it is the starter itself I won't be too happy.

now connect power and test with a load.
 
The current flow does not stop wen the contacts close. That is when current does flow.
The mechanical switches wear out. You can get new switches but not the linkage that also wears. If the linkage wears the amount of travel of the linkage to push the switch is reduced and the switch does not make contact.

Actually, current begins through the switch when you push it.
There is no voltage difference across the terminals of a closed
switch, so the test light will go out.
I like the ohmmeter test better, but you have to disconnect the
battery. Not a big deal really.
