2N governor overspeed

I think I figured out why my 2N over-speeds when I depress the clutch. On the outside it appears that the governor to carb shaft is too long and the vertical shaft is too short but they are the correct length. The governor works when I drive on my drill press using a soft wire wheel. But that only works when I hold the fork against the ball cup. On the tractor it is out of range and there is no way fork can be driven by the ball cup until the throttle is pulled wide open.
The problem appears to worn lobes on the fork . However I don't what the specs should be on the fork and I don't where to get a replacement fork. Would a shim be a smart replacement or is that just asking for trouble? Any ideas would be appreciated. Thanks
 
The adjustment to "synch" the carb and governor is made by bending the lever on the governor.

IIRC, instructions are in the shop manual.

Basically, the carburetor throttle plate needs to reach it's wide-open position just before the governor arm runs out of travel in the direction that moves the cup forward and moves the balls inward.
 
Thanks Bob. I am not sure how much to bend it though. On the tractor it looks to be about 3/4 of an inch to have the throttle plate closed on the carb and the governor fork touching the ball cap.
 
You got it figured out.

Hopefully you can reduce the bending needed by repairing or replacing gov parts, but the fact remains the carb needs to reach WOT just before the gov bottoms out.
