Did one side brake job but got a question?

I replaced the brake shoes/hardware on the left side side this morning on the '52 8N. I did crank down on the axle nut with a long cheater bar. It does not have the wire retaining do-dad that I have seen in pics of this. Is this something that is really needed or a type of safety device? The right side does not have it either so if I replace, I need to do both sides. I'm glad I decided to check the axle nut and wheel nuts on the right side before putting everything up, it was loose by about 1 1/2 rounds on the nut. The wheel nuts were also somewhat lose (about 1/2 of them). I was quite surprised at that! Does the retaining wire for the axle nut keep it from working loose like that? Thanks, Gary.
 
When R&Ring the hub, there will be several instances the nut will loosen up as it seats on the axle. After it has taken the final set, the circlip should hold the nut in place. Locktite will accomplish the same thing
