Ot Troy built tiller axle

Working on a 70 s Troy built horse for a friend. I can't get the wheel off the left side so I read you could drive the axle out. Pulled the right seal removed the snap ring, shims, and bushing. Tapped on the axle and nothing. What am I missing? Thanks for any help.

I've got a "76 Horse model my daddy had and it uses roll pins to hold the wheels/hubs in place. If I can find it, I'll look in the owner's manual and see what it says.

The roll pins are out but it"s froze. If I can get the axle out I was going to heat and press the axle out of the wheel.
