tie rods too short

just changed front spindles and short steering arms on 9n.now tie rod ends wont reach.due they make tie rod ends about 6 inches end to center?
new spindles have keyway old ones didnt
 
with hub at 3 oclock position keyway points to 10 oclock that makes it a right side.if keyway points to8 oclock its a left side.thats what i was told

That's right. If you had the spindles on the wrong sides your tie rods would be too long, not too short.
 

If you have original unmolested 9N drag links then your steering gear is likely out of time. If you have non original drag links that's another can of worms. Easy to check the steering box. Turn the steering wheel so the arm on one side points directly at the radius rod ball socket. Then look at the other side and see if the arm on that side is also pointing in the general direction of the radius rod ball socket. If so, the gear is in time. If not, it's a tooth or more off and will need to be retimed. If you had the original 9N spindles and arms before and the arms had been welded in place, they were probably welded in the wrong position and the previous owner modified the tie rods to fit or jumped the steering gears until they fit.
