Is it normal well yes on an old tractor that needs some TLC. Is it correct no and as others have said good chance it has a leaking cylinder rings. Pull the inspection cover off the right side start it up and watch for oil dripping. You may find you need to rebuild the lift cylinder and if you do it is best to replace with the new improved NAA type piston and rings

Trouble shoot first then worry about parts. This site sells them but I do not know the numbers off the top of my head

" what are the part numbers i will need"

That would depend on what's causing the problem.

You must have missed this part of tip # 16:

You probably have a worn lift cylinder or piston (or both), a blown top cover gasket or a leaky pressure relief valve.

Of course, if you just want to replace everything w/o diagnosing the problem, then you will need a relief valve, piston, cylinder & gaskets.

And while you're in there, you might just as well adjust the internal linkage.

You'll need a jig for that.
