I was having problems with my govenor, so now I have the oportunity to replace it. When I took it off, it looks nothing like the manual, has some hinged weights instead of any of the balls. Anyone seen this kind of govenor?

ep, just a different (Novi) design.
 
And, arguably, the NOVI design was at least as good, if not BETTER (more sensitive) than the OEM governor. Unless it's BADLY worn or obviously broken, replacing it with a new (likely from the "Land of Almost Right") unit is NOT going to make things better!

Specifically, what problem do you feel the governor is causing?

When under a load, the tractor bogs down to almost a stall. I've tried to adjust the linkage according to the manual but no effect. What is odd is I see a wear "ring" around the housing, but no corresponding wear point on the main mechanism.
 

On a side note: When replacing the Gov, make sure you replace the bolts from where they came..One is longer than the other and will hit the gear inside..
 
You may have a flyweight governor conversion made by a machine shop in Corydon, Iowa. At one time they were sold thru Central Tractor parts in DesMoines Iowa. This was back in the 60's and 70's. I had one of these flyweights on my old 9N and it did make a difference and was very sensitive to any speed change. I wanted to put one on my current 8N but could not find a source. I have a similar flyweight governor on my JD L with a Hercules engine and it works very well. I don't know whether or not the shop is still in business, I believe the name was Corydon Machine Works or Shop
