1949 Ford 8n throttle problems

Hey guys,I have a problem with my throttle on my tractor. I replaced the quadrant recently and now when using tractor you place at desired rpm and the governor seems to pull it back to idle. Have tried adjusting and no luck. Does anybody know whats goin on here? The new quadrant works awesome but it is aggravatting trying to use while battling this issue.

Replaced quadrant & ball bearing on my "47 8N 3 yrs ago & throttle won"t hold at top range of quadrant. New quadrants don"t seem to have the "lumps" as high as the old ones. Even doubled up the compensating spring & not much better. Also adj. throttle rod down to make better contact with quadrant plate. Worked better with the old stuff - which was thrown in the trash.

We have a spring pulling it the other direction to achieve full throttle. If we reverse it will pull it to idle,right?
 
the picture shows the correct installation. without it the governor will try to move throttle towards idle.
 
Ok, a newbie question, but, see that bolt under the spring, sandwiched between two plates? It's part of the throttle linkage. What does that bolt do? I'm noticing that my throttle linkage slips a bit. IE: when you turn up the throttle the lever turns but starts to slip a bit. I'm wondering if that bolt is used to adjust the "slippage".
