And your voltage readings only represent half of the necessary electrical equation. Amps sufficient to do the job may not be passing through the wires and connections and ignition switch. Voltage is kind of like water pressure, you might have 60 psi in a 1/2 inch water hose, but you can't fight a fire. Amps do the work, think of a fire hose with 60 psi, you can do a lot more. You simply have one or more bad connections, and don't overlook crimped terminals for the culprit..., they can crimp down on one strand of wire and still carry volts, but few amps; and crimped connections corrode invisibly under the plastic sometimes. Fix what's wrong.
