8N - No Throttle Control

I have a 1948 8N (6 volts, front distributor). Just gave it a full tune up, rebuilt the governor and cleaned out the carb(just rebuilt it a year ago). Good spark, engine turns over fine and the carb is getting fuel. It needs a shot of starter fluid to get going and the engine now revs almost at max about 4 or 5 notches into the quadrant and stalls out when I try to bring the throttle down to idle. I have checked all of the linkages and everything is moving smoothly. I have adjusted the carb needles and really don't see any difference. When I open the throttle up, I noticed that the link between the carb and the governor maxes out at around 1/2-5/8 throttle. The governor link between the throttle and the governor continues to move all the way to full throttle. Do I need to replace the carb?
 
It could be a carb issue Tim, but no need to buy new.
Could also be governor or linkage.
I know you said you checked for binding.
Disconnect the governor and run the carb by hand.
Do you get normal throttle response that way?
If not, maybe a carb issue. Throttle plate loose, etc
If you do, hook the governor back up and try running the
throttle by hand. Does the governor fight your efforts?
