Ol' Smokey compression test

I'm not sure what's going on here with Ol' Smoky, 2N 12v.
Put in new Blue streak points and plugs. Can't get it to run. Pulled distributor and rechecked everything. All looks good. All plugs are firing. But only #3 has becomes black and sooty. Others are clean with oil on them.

Did a compression test:
#1 130 dry 130 wet
#2 95 dry 110 wet
#3 120 dry 130 wet
#4 120 dry 130 wet

That's not the results of a completely worn out engine.

However, this engine has always burned about a quart of oil per gallon of gas.
I've used all the miracle snake oils in the engine. ATE, MMO Sea Form and such.

I think the engine is just about worn out.
But the new compression test has me wounding?
 
I forgot to mention, It has always had 40# oil pressure idling and 35 working.. Seems to me it should at least still crank up. Why soot on only one plug. Seems it's only hitting on that one cylinder.
 
Check your distributor over real good and make sure the points open to 0.015 on all 4 lobes. You may have a distributor problem and not firing on all 4. Also try the hand trick on the air intake and make sure you have good suction on the air intake of the carb. I should have told you about a 2000 that was for sale in this area by the way but it sold already
 
Last winter the engine on our 8N was rebuilt with a lot of excellent help from this site. The compression test gave good numbers both dry and wet. Very little difference between the two. It burned about a quart an hour. I think my dry test was really also a wet test.
When the engine was taken down, number 1 oil control ring was broke and also a section was missing on oil control ring 4.
After rebuild, the oil burning, smoke etc went away.

It seems the oil burning may have loaded the valves and combustion chambers with carbon deposits. If it were mine, I would pull out the pistons and check rings and valves along with a good de-carboning of the top end......bearings are probably OK. Check to be sure the muffler is not plugged with carbon too!
 
I think that one cylinder has a problem. Probably broken oil ring in that one cylinder or other problem. Soot is from not burning clean.
