8n Funk lift not working

Need the experts opinions on this one. Im in the process of putting a 8n 6 cylinder back together and started it up on stands today for the first time since I tore it down over a year ago. everything work fine except the lift it does nothing at all ( yes the PTO was engaged ) What do you think is the relief valve stuck are could it be something else. Lift worked fine before I tore the tractor down to repaint it. Haven't touched the hyd. system but that's about the only thing that I didn't work on. Really hate to start tearing it back apart after its been painted but if I have to so be it. Its sitting on stands with no sheet metal on it yet so at least I didn't have it completely back together before I found this problem
 
Pull the right side inspection cover and start it up with the PTO spinning and have a look see in side with the control in the up position. You should see little if any oil moving when you do that. If you see much then you know where the problem is. Also try to move the control arm by hand and see if that helps it move the lift. Have that on one I am working on and found the lift control arm is bent
