ford 3000 no pto shaft can one be added

Hard to believe a 3000 doesn't have one but...
Are you sure it isn't an industrial of one sort or another? Like maybe a 3400 with the heavy non adjustable front axle?
Does the tractor have 3 point and hydraulics?
To answer your question though, yes it can be done. Of course if the tranny came without the PTO counter shaft inside then you would be better off buying a whole different tranny and swapping it out.
Makes a difference whether the tranny is a twin stick 6 or 8 speed or if it has the single stick 4 speed. PTO shafts are different between them.
You'd want to start by removing the left cover plate on the rear end housing and look inside to see if there is a shaft coming out of the bottom of the tranny. If it's there it would be relatively easy.
 
I was typing too slow.
Ford came out with the 3 cylinder models in about April of 1965. So it can't be a 64.
An industrial like that (actually Ford called them a Utility) would have been painted Blue chassis and Buff - light yellow tin, etc.
