If you got voltage to the lights the light switch is not burnt out. You can check lights for burnt out by checking them using a good battery. You can also check them with an ohm meter. If they show resistance, they are good. Have you checked the ground return, thru the hood, to the body of the tractor back to the battery ground. A very common problem is that rust in this path of current flow. The swivel of the light mounting is a very common problem area and sometime just turning the light casing around will restore this connection. Using a wire directly from the ground connection to the light ground side will eliminate, or test this connection. I run ground wires to the fender lights as the connection from the fender to the axle is also a problem area of dirt and rust.
