I checked for voltage to my headlights yesterday, I have power at all times. The lights don't work. They are hooked to a simple toggle switch. Maybe the switch is bad or something else. Could they both be burned out and how can I check that?

Check continuity through the bulbs with them out, if they are opened they are bad.

check the sockets for power and ground.
 
Herb........when the light in yer house don't work, how do you check them??? Me? I replace it with a NEW light bulb. Simple, eh?

As fer you having power at the bulb at all times, well that is kinda right. You should have battery volts at one terminal and ZERO volts at the ground terminal. Iff'n you have ZERO volts at BOTH terminals, guess what? Yer ignition switch ain't ON.

The dealer installed headlites could have switch mounted ennywharr. While the original headlite switch was a 2-position push-pull switch, ain't no law that sez you can't use toggle switch. Remember, most hardware store toggle switches are NOT contact rated for continuous headlite duty. .........switching OFF for now, Dell
 
If you got voltage to the lights the light switch is not burnt out.
You can check lights for burnt out by checking them using a good battery. You can also check them with an ohm meter. If they show resistance, they are good.
Have you checked the ground return, thru the hood, to the body of the tractor back to the battery ground. A very common problem is that rust in this path of current flow. The swivel of the light mounting is a very common problem area and sometime just turning the light casing around will restore this connection. Using a wire directly from the ground connection to the light ground side will eliminate, or test this connection.
I run ground wires to the fender lights as the connection from the fender to the axle is also a problem area of dirt and rust.

My tractor came to me with non working headlights. when I checked into them I found they had 12 volt bulbs in there! The tractor has always been six volt! Must have been twenty years ago someone replaced the bulbs and couldn't figure out why they didn't work!

Sounds like you have 2 or 3 problems. #1 the switch is bad since it does not turn off the voltage. #2 you have a bad ground or the bulbs are bad.
 
I have one switch that pulls out. Seems to be very sensitive.
I want to be able to have front only,rear and both as an option,but seems most of time I get all or none.
Seems to be a real fine line to get only one.
Could the pull handle be bad or am I doing something wrong?
I'm a rookie 8 n owner but enjoying the heck out of it

Don, TSC sells a $5 switch that will allow you to have front,
back or both on at the same time. It's even fused for faults.
Look for it in the automotive section, not the tractor section.
If Tractor Supply is not in your area, check similar stores or
look online to get the part number and cross reference.

I'll check the ground system. There is voltage on both terminals at the lights. Bad switch?
