Common dealer or aftermarket steps. I have been working on a 1040 9N that has some extra large steps on it and they are bolted to the bell-housing to engine bolts and look very neat but have no clue as to if home made or what
 
Here is a picture of an early 1939-9N. Note the details: 1 no foot rest, 2. straight left brake (no hump, next to tire), believe it was a later model change for safety of foot slipping. between brake and tire. 3. hanging safety emblem, for hydraulic lever lock down.
I also note the hat rim inside the axle and the tractor was bought with a 2 row Ferguson cultivator and 2-14 Ferguson plow. I know I turned the rear tires out to cultivate. must be my brothers did this wrong when they replaced a broken axle, under guarantee.
