If you have gas leaking out of the carb throat and on to the ground, you are either choking it way too much or you have issues with the float or needle.

These engines are easily flooded. Try starting it with out any choke and a little ether.

There are some excellent carb experts here; they will have more detailed explanations on your carb.

FWIW, make sure your float is adjusted properly and not hanging on the sides of the bowl. Make sure it has no holes in it and will actually FLOAT. A float filled with gas cannot perform its job and sinks to the bottom of the bowl.

Your float needle should be "set" during installation if it has the rubber tip. Place it in the seat and lightly tap it to put the set in it. Make sure the gasket under the seat is installed correctly to keep fuel from seeping past the thread.

I have put a kit in one and the float seat would not tighten all the way and compress the gasket. Grabbed another seat, gasket and needle; everything worked perfectly.

Dave, what he said. Had a carb with gas in the floats, wouldn't run worth a darn. Did a complete cleaning and rebuild (but kept old jets) and new float and it has never run better. Mine also was sucking air around the throttle shaft and that didn't help matters, cured with the new shaft and packing from the kit. Good luck with it!
