Make sure you have the linkages hooked up correctly. The long rod from the hand throttle should go to the long arm on the governor, the one with the spring. The short rod should go from the shorter governor arm to the carb butterfly. Lots of guys hook them up backwards.

I had to study on mine this past weekend and I had a runner right next to it! I've done 4 so far and still couldn't wrap my head around it...

If it is hooked up correctly, the long linkage arm is adjustable. You loosen the jam nut and turn the ball sockets in/out to make it longer/shorter. The actual rod is threaded. You should adjust it so you are in the top 1/4 of the throttle quadrant, with the governor bouncing off the spring at WOT. Some trial and error with adjusting will get you what you need.

JCinKY, I think that only applies to an 8N tractor the 2N has a long vertical rod that does not have adjustments on it. The long vertical rod connects to the thottle adjustment on the steering colunm. The shorter one goes to the carb.
It is possible that the spring has too much preload causing it open the tottle to soon.

Tracman, you are correct.

Guess I should read the Subject line a little closer

Please completely ignore my comment. Apologies...
