No governor control

My dad recently bought a 57 model 801 Ford tractor, and my brothers and I are working the bugs out of it, to make it a good runner.
There has been some concern, that the governor isn't working.
Pull the throttle on the tractor, and it seems to rev higher than it should.
We checked the linkage, and it's adjusted like the repair manual tells it to be.
With the tractor running, I can grab the governor arm, and pull on it, and there is no reaction from it at all. The tractor revs up, and when the throttle is pushed to idle, it slows down real slow, even at idle it slowly revs up.
We took the governor out, and someone must have replaced it, because instead of the 6 ball bearing type, it was the newer style.
Everything about the governor looks good. The fork and lever is good, there are no ball bearings missing out of the friction plate, no wear on the 2 rollers.
Driving down the driveway (our farm site is on a hill) it speeds up, so we have to pull back on the throttle.
Can someone enlighten me on what may be wrong? Did I miss something in the linkage adjustment?

spring tension correct.. nothing slipping? arms to correct places. IE.. hand throttle is not hooked to butterfly..e tc...
 
The linkage is hooked up correctly. The throttle lever shaft is hooked to the governor lever, and the other rod goes from the governor lever, to the carb. According to the manual, I'm supposed to pull the throttle lever to wide open (with rod to carb disconnected) then holding the carb throttle plate wide open, the snap on connector from the governor rod, should line up with the ball on the carb linkage, and clip right on.
There was some concern as to the governor assembly slipping on the crankshaft, (as there are no teeth inside the tube) but when we loosened the balancer pulley, it was on very tight.
Could this be an issue where it is slipping on the crank? If so would adding shims behind or in front of the governor work? Thickness of shims?
