Proofmeter drive shaft adapter

I just rebuilt the govenor and the proofmeter shaft will need some kind of adapter on the govenor shaft end. It came with what looks like a folded piece of metal showed in the govenor shaft with a gap to catch the drive shaft. I"ve nearly destryed it trying to remove it. Was this normally the way it was done or as I suspect is this put in by the previous owner. I"m wondering if I have the wrong shaft. Thanks
