9N Hydraulic Adjustment

I have installed a new flow control valve. I had the cylinder rebuilt. The touch control was adjusted and the top spring set finger tight as the repair manual states. The arms lift, but will not go down. I have tried to add a spacer to allow the spring to move the control lever fork more. I have not been able to move the quadrant as the manual states with an implement attached. Any ideas or information would be helpful

These two statements are not in agreement with one another: The touch control was adjusted" and " I have not been able to move the quadrant ".
i.e, how else is there to adjust the touch control other than moving the quadrant??
Where is spacer that you added?
I expect that either quadrant needs to be moved forward, the valve is sticking in its bore, the spring from the fork to lift cylinder end is weak, or spring (maybe even fork) not connected to valve. Can you reach in through the side inspection port and move the control valve/fork rearward enough to cause lowering?
 
You do know the 3 point is hyd power up and gravity down so if all you have it the 2 arms sitting there they are not likely top go down on there own unless you have something on them to pull them down

If wrong I apologize, but I think a tighter spring would cause the lift to raise, not lower. Try loosing the main control spring just a tad.
 
I did set the quadrant in the static state. However, the manual states that with an implement installed the touch control moved in the downward direction, that the lift arms should start to lower. I agree that I should try to observe the control lever fork while the implement is up and move the quadrant forward as you suggest. I believe that the control valve is free, but this is a good check as long as I have the cover off and can observe.

There is a spring that goes between the end of the ram cylinder and the center/knee part of the two long control arms that go from top to bottom. If this spring has become too weak to move the control valve that couls be your problem. Remove the right side inspection plate and remove the spring and cut some of it off to make it stronger then replace it.
