Definitely 9N/2N front hubs. They look like 16" rims so they are probably old 9N/2N rims that have been cut down and welded to 16" blank rims. Ford did offer factory built 16" rims for replacements but i've never seen any. All the 16" rims with 9N/2N bolt pattern I've run across have been homemade from 19" rims.
Probably what happened is the P.O. that added the loader wanted to switch from his skinny 19" front tires to 16" tires and the first thing that became available at the junkyard was some 9N/2N hubs and rims. 9N/2N hubs will fit on 8N spindles with no modification needed. They even use the same bearings.

My Lord,
I can't imagine trying to do a bit of brush hogging and have the tractor so encumbered by that loader.
An N is so lithe and nimble otherwise.
But with all that clumsy apparatus on it?

maybe the owner was like me and saving some work.
I needed new tires on one of my jubes.
had some 16" factory 9N wheels with new tires.
was going to break them down and put them on the jube wheels,
but got lazy, and just swapped on the 9N hubs and wheels.
work fine, look fine

just picked up a 650 with a loader.
ponderous beast
PO was mowing with it, I don't know how.....
I took the bucket off, and hung 600lbs of weight off the back so I could steer it.(filled tires too)
(just using it for lifting stuff, so I don't bang up my modern loader tractor)
I once bought a tube loader cuz it had fenders on it I needed.
took the fenders off and sold it.
on and off my trailer and onto the buyers trailer.......amazingly heavy
don't know if those 'free' fenders were worth it!
