Free wheeling hydraulic lever?

I have attempted to tighten down the hydraulic lever nut on the 8N. The nut is frozen! The lever is loose and moves on it's own. How much torque may I apply to the self locking nut? Any advice is appreciated.

Just did one a few weeks ago. Take cotter pin out should be a castilated nut, hit it with PB Blaster,let it soak. I made a friction disk out of cork gasket material cause I could'nt find the ones I bought here, works great.
 
I need one at my recreational property (170 miles from home) closest place to buy one might have been about one hundred miles , so I just made one out of a old asphalt shingle, been working fine for about 5 years now , why change it?
