My local tractor pulls require them. But, as others have said they were optional years ago. My guess on that tractor is they wouldn't fit/reach after they added the "high crop" rear wheels. JD and IH built many tractors where the fenders were an option. IH had optional fenders clear up to and including the 4/560's that ceased production in the early 60's.
