2N right brake camshaft

The right brake shaft on my 1947 2N is siezed up in the backing plate. Should I heat the bushing on the backing plate with a propane torch? Or is there any better ideas out there?
I have it in my bench vice with the brake shoes removed.
 
My left brake cross-shaft was seized and used Aero Kroil penetrant while rapping the shaft back and forth.

I took the axle/back-plate assembly totally out of the axle tube with the shoes and springs removed.

You won't beleive this but I took the back-plate assembly, turned it around and bolted it backwards to the axle tube as a support with the brake shaft hanging out and plenty of room to maneuver it once freed up.

Man that was the best dumb thing I ever did.

Never had to bugger it all up in the vise and curse at it!

It looked kind of funny at the time, but I was able to rotate the brake control lever 360 degrees around to really free up the rusted bugger!
As far as heating it up, try heating the back-plate bushing and not the shaft itself and then rapp in some more penetrant.
