Check firing order?

1-2-4-3 counter clockwise, #1 is nearest radiator.

It's real easy to flood that carb when it won't start. Too much choke results in gas running out the carb air intake. Stick the corner of a rag into the carb intake to soak up that gas and then let the carb dry while I change the plugs when that happens, wash the old ones in dish soap. Can't make the plugs work in that engine otherwise, especially in the winter. Seems if the carb is messed up the gas will just keep running out and that doesn't seem to be your problem.
Backfiring is a strong hint the timing is off. Make sure you have good points. You might have to tune it up some. Points gapped at 15 for front-mount or 25 for side-mount.
