I don't have a picture handy, but if you look at the parts exploded view in the MPCs and/or F-04 Manual, note the spring is on top as it lies flat, horizontally. If you install the plate wrong/backwards, it won't open so just reverse the install. You need to move the choke lever horizontally as well so the flap slides into the slot on the shaft. That's the trick as you have to hold it like that as you insert the two screws to secure it in place. The screws are #4-36 x 3/16" rd. head, steel. Sometimes, if you are patient and lucky, you can use a magnetic screwdriver. If you can get it to keep the screw orientated correctly without flopping sideways, getting it started is possible. The throttle plate uses two #4-36 x .25" brass screws so no magnetic tool will work. I use a pair of hemostats to hold the screws with and use to insert in the choke shaft and throttle shaft holes. It takes practice but you can learn how to start the screws with this method too. I have chronic arthritis in my hands, (knees and back too) with pain 24/7, and can't work with small objects well. You may have luck using a fine pair of needle-nose pliers ,but I can't use them.

Thanks gents for the help, what threw me off was the stamped 10 ( degrees?) on it was upside down when installed correctly. Why does it need the flap that opens? I am going to have some more questions as my new assignment makes the forum my go to imfo source. I do have the FO-4 out but the 10 stamped in the plate was holding ne up. Also a few yrs ago I did a themostat and the FO-4 photo still looks wrong to me.
 
I have a special screwdriver. It has a magnet on one end and a spring loaded clamp on the other. Those tiny screws that are impossible to hold and start are childs play with this tool. I think I bought it to put computer motherboards in. Those little screws can be really difficult. I hope I attached a picture.

I think having the flap that opens is to keep from over choking when the engine starts. The way I use a choke it probably is not needed.
