Can someone describe to me how to properly set the draft control plunger up on my ttactor?

here is no 'setting of the plunger', as it is hard fixed by the metal parts, no adjustments. If by chance you are asking about the yoke & big spring, then that is a matter of tightening the yoke until hand force can just rotate the spring.

What JMOR said so get out your Owner/Operator Manual and see the adjustment procedure in there. You can also adjust the Touch Control Lever as well. The I&T F-04 manual also has the adjustment procedures as well.
