How high should the lower lift arms raise on my 52 8n ?

Measured mine today.7 " at the bottom.22" at the top.

If it's lifting OK but just not high enough, have you tried adjusting the quadrant to compensate for the wear? There are 4 slotted bolt holes with bolts holding the quadrant to the lift cover. Loosen all 4 bolts and slide the quadrant rearward as far as it will go. If it hasn't already been done and there's room for it to slide rearward, that should make the arms lift higher.
