Spark Plug 9N

Was having some start up issues with my 41 9N. I had a similar problem a few years back and it ended up being stuck rings and low compression. I thought I would go through the same procedure I did then, given to me by someone on this site, to see if it would work again. As I was doing this I noticed the first 3 plugs were the perfect well running color. When I came to the 4th one, the one closest to the radiator, I noticed it was dark. Not wet sooty black, but black and no where close to the other 3.
Now I'm wondering if this could be part of my starting issues.
Any help or opinions as to why one plug would be so different is appreciated. I was thinking maybe a bad plug wire. Unfortunately it seems to rain here in New England just about every time I get a chance to work on this tractor, so I haven't checked that plug for spark yet.

Bad plug/wire, sticky valve in that cylinder, stuck/sticky ring, etc.
If you don't use it very often, swap the plugs around and work it
hard. Then see if they clear up or if the problem follows the plug.
