8N non start issue

Tractor is a 1952 model, side angle distributor after sr # 263xxx.6 volt, positive ground. When setting static timing, the #1 spark plug is never wet with gas. I am still working on a timing issue, but the carb fuel flows when the bottom plug is removed, fuel flows when elbow filter is pulled, but the plugs are not wet after trying to crank. Shouldn't they be? The tractor and I live 150 miles apart so it will be a couple more weeks, before I get back up there in the country.

SRussell, Set the static timing first, and check the firing order 1,2,4,3 CCW,then check your spark. You say,but the plugs are not wet after trying to crank. Shouldn't they be? No if they were dripping wet the engine would be flooded and plugs fouled out.
Just try starting it right off the bat (no choke) with a shot of starting fluid in the carburetor throat with intake tube removed and see if it starts that way.If it is getting fire and compression it should start / fire with starting fluid.

We have the same tractor, tried for 3 months to get it started. We finally discovered that the distributor lobes were worn, causing the points to open a little too late. We put a petronics electronic ignition on it and it's been running fine ever since. Easy fix. Even if we had to change the distributor I would still put the petronics on it. No more adjusting the points and changing the condenser.
