9n isn't turning over

Ok so We have thrown more new parts at this 9n engine in an 8n body than I can shake a stick at. It has a new starter, distributor, rebuilt carb, new coil, battery, battery cable, full oil change and I flushed the radiator. I put the new distributor on it today and it still won't turn over. It is getting juice but just won't fly turn over. Im at a loss. I know some people have mentioned we need to do the timing but I believe on these front mount distributors we need it to be running. Ive scoured the inter webs for suggestions and I feel a bit lost. Any suggestions? I'll post a video later so yay can hear what its doing. Help. Im losing my marbles!
 
When you press the starter button, does the starter TURN OVER the engine?

See tip # 13. Does the spark jump 1/4 " in open air? When the bolt is removed from the carb bowl, will the fuel fill a pint jar in under 2 minutes?

And yes, you do need to set the timing but that does not prevent it from firing.

as Mr. Bruce said click on the 75 tips blue link print it and use it will save you countless headaches it helped me I had one with the not starting issue found corroded points cleaned em up and waalaa hope it helps :p
 
More info required. Is it the 6-volt/positive ground electrical system or switched to a 12-volt system? Either way, your first error was in replacing all those parts without knowing the true root cause. See my reply above to TexasCowboy. The distributor timing is defined in detail in the Owners Manual and the I&T F-04 Manual. They detail and the MPC shows the wiring and list all the parts.

First we need to define some things
Won't turn over means the battery is good and when you press the starter switch absolutely nothing happens.

Won't fire or start means the starter system is working fine and the engine spins but that is all that is happening.
