Throttle troubles

I am new so please bare with me. I dont even know the correct names of what i am looking at. On the governor one of the levers is so loose it woobles so that it doesnt engage the other leaver until my hand control is at least half pulled. There is no compensating spring. Could the spring be the problem if so where does it even hook. Sorry for the confusion. I am trying to learn as i go. Thanks for any help.
 

Are you talking about the spring on the gov arms?
I would rebuild the gov myself. parts are available.
 
There is a compensating spring on the 9/2N but that is not your problem. I have several of them, some have the compensating spring some don't. Lack of throttle response in the first half of the quadrant is caused by a governor that is out of adjustment or worn.

as others have said, u have governor issues. but as soon as i finish up a couple of things inside, i'll step out and get u a pic of the missing spring.

man that has old parts tractors. Came home and put
on my ?new to me? governor and all is well. Thanks
