2n governor

Got my 2N out yesterday and pulled off the governor to try to find out why the motor wouldn't rev up last fall. When I got it apart, it was completely different inside than my IT manual showed, no ramps and balls at all, used a 2 levers and weight mechanism. casting is marked 9n with maybe a build bate of nov1. It looked ok inside, but the external spring needed snugged up, seems ok now. Anybody know anything about this different governor?

hat type shows up every now & then. Company is Novi, well known maker of governors and other.
