Took plate off side =, started tractor with pto on, only oil moving was around pto shaft, guess I need to drain oil and see what drives pump.

With the tractor not running, can you see the control rod moving back and forth when you move the hydro lever? Reach in under the oil and feel if the control rod end is still in the socket of the control lever and moving that back and forth.

he pump is driven by the PTO shaft which runs thru the center of the pump.

As shown in photo, the control arm needs to push rocker all the way against the pump casting when lifting. Remove the right inspection cover (dipstick side). With engine running and PTO engaged, reach in the right side and push the control rod forward with your hand. If it works then it is possible the cam follower pin has worn through or fallen out.

Pump isn't making any noise because there isn't a load on it.

"started tractor with pto on, only oil moving was around pto shaft"

Go back and re-read tip # 16. Did you try and raise a heavy implement? If you did not have a load on the pump, that is exactly what you will see. And it doesn't tell you much.

" guess I need to drain oil and see what drives pump. "

Check out tip # 39. If you don't have the manuals or a basic understanding how these tractors work, you will end up spending a bunch of money and wasting a lot of time fixing stuff that isn't broke. And breaking other stuff in the process.
