have a set of standard cross link chains as in pic. they always seem to drop in between the lugs and lose their efficiency. has anyone ever modified them with additional chain? maybe connecting the cross links or something?

You may be overestimating how much efficiency they lose, they press downin the snow and ice and grab. Just because they drop below the highest lug doesnt mean they arent working!
 
I add links one every other side link. It makes it easier if you have a chain tool.

The ladder chain style on the 23 degree lug are basically useless, see first photo. On 45 degree lugs they do catch. Work great on turf tires.

Here are ladder style chains that have been modified to ride on top of lugs. A couple chain links and you should be good to go.

You can get double ring cross chains, you'll need the tool, but if I was to add more cross chains to a set like you describe, I'd use double ring, with enough on each, + what you have even if they settle in, it will make a difference. I've run both types, turn, ag tires, double ring always perform well.
