More info required, really, for starters, no pun intended. Is it original 6-Volt/Positive Ground or a 12-volt convulsion? If 6-volt then can we assume it has the correct generator? Correct cutout if 1-wire/3-brush genny, or if early, early 9N the correct voltage regulator and small 2-wire/2-brush generator? What is the condition/state of the battery? A poor battery -one that won't sustain a charge under load, isn't going to have enough CCA to turn over the motor. You can test the battery with a hydrometer for specific gravity or just have your local starter/alternator shop can bench test it as they have the proper equipment and usually do it at no charge, again no pun intended. Next would be to verify wiring is correct. Seek "Wiring Pictograms by JMOR" and download a copy for all the correct ways to wire these old N's- whether 6-volt or 12-volt. Then check for spark -download a copy of Bruce(VA)'s 75 Tips For N-Owners and follow procedure for verifying that spark is present or not. Fuel would be next but I don't think that is the problem.
