TX33 carb Extra hole

While I"m waiting for my block to get boiled out I started on the card today. The attached photo shows an extra hole in the lower body. All the photos I've seen son't show this as a hole or an extra plug. Any advise from the experts would be greatly appreciated. Thanks in advance.

The smaller hole on right should have some horse hair or the like in there to allow gas from flooding to drain out but keep dirt from being sucked in. Later units used a porous brass (sintered) plug there, performing same function.
 

Brought another N last week end had to take the carb off and clean it. I had a bottle of Mean Green sitting around so WTF put the carb in it dirty as ell caked in grease ETC to my surprise it cleaned the ell out of it. I did not get back to it till 8PM last nite I needed the bay today it was setting in so thu the carb back together it ran great idles great but likes choke every time you start it even hot. With the idle mixer screw ran all the way in it does not effect it. I got a place for it cleaned out in my other shop today so gonna take the carb back off and clean the idle circuit good and confirm it has the correct jet... The governor don't work gonna look at it, its a decent tractor needs some tinkering I am not going to spend much more time on it short sale it and move on...

It has a nice set of Goodyear 13.6's on it they need to go on my 3000... Anyone need a project $1000 may get it...
