Starrett mic question

One of my students came into my office before class and gave me a Starrett mic. I usually deal with 0-1, 1-2 etc., but this one appears to start at 1 1/2". It also did not have a standard, which I thought was odd. Can anyone shed some light on this outside micrometer?
 
I really don't know,but I would guess it was a specialty tool manufactured for use in some manufacturing process where they were measuring parts that were close to being the same size range.I have seen this sort of thing on assembly lines.
 
I agree with Tim as my mentor in the auto machine shop taught me to use it.
His wife gave me almost all his mics last year. It and a couple others where not in the mix.
