8N Ford Hydraulic lift arms issue

I am new to Yesterday's Tractors Forum and attempted a post for assistance yesterday but have been unable to view so I am reposting today in hopes of success. I recently purchased an 8N Ford and am attempting to first get it mechanically functional. The only problem I have encountered thus far that I am stumped on is the hydraulic arms lift up but will not lower with the control. The control arms do seep down when the tractor is no longer running. I changed hydraulic fluid but have not attempted anything further.
I would appreciate any suggestions or trouble shooting tips.

When lift, but won't lower, but will leak down over time, this generally means that exhaust control valve in base of pump is not opening, usually stuck or bent/damaged linkage. Cleaning & inspection in order.
 
Are you testing this with, or without weight on the 3 PT arms?
My experience may be an anomaly, but I had one that had sat for
a long time that did that with no weight. Once I put some weight
on it and worked it for a while they returned to working normally,
even without weight. Maybe the use with clean fluid cleaned out
the exhaust valve. I can't say for sure. Free to try though. YMMV

The replies to my inquiry were very helpful. I changed the fluid, put some weight on the arms and after a few days, while the painting part of this project was progressing, I went back and the lift arms worked.

I have never experienced such a timely response that was on target to the issue. Thank you all.
