I supposedly rebuilt the governor on my '46 2n. I say supposedly because now when going up hill the tractor bogs down and I have to give it more throttle. Conversely, when going down hill the tractor revs way up and I have to back off on the throttle. On level ground it runs fine! Did I rebuild it wrong? Did I install it wrong?
 
Do answer Bruce's question, but I'll add some observations. Going down enough of a hill, a properly operating governor might completely close the carb butterfly down to idle position, but still severely over rev the engine. Gravity will be in control! With you have on the gov to carb connecting rod, move it in direction to speed up engine & observe whether or not the gov pushed your hand back.
 
I probably did not. Did this last summer. Ill check everything that tip 14 says to as soon as I can get the old gal running.
 
Upon further review, I don't believe I rebuilt the governor. However, might I propose another question? I have a '48 8n 2 arm governor. Can I replace it's 2 arm shaft with the 3 arm shaft from the 2n governor? Would everything line up correctly? Will the now 3 arm 8n governor bolt right up to the 2n?
 
May have found the problem. Found an video starring Rachel from Steiner Tractor who gave an excellent step by step procedure. After taking the governor off and and getting into it, found that the PO had no gear in the housing! Removed the shaft and arms from each governor and swapped them. So far, everything fits. The 4 balls each have 2 slight flat spots. I'll replace them with 4 new ones if necessary. When I get the governor installed in a few days ill let you all know!
 
Yes, did find the problem! After looking in the cam gear housing I did see the governor gear hiding in there. Had broken off the shaft! Guess I could have just replaced the shaft but decided to continue on with my original question. So the answer is YES! Yes you can replace a 8n 2 arm lever with a 2n 3 arm lever. Everything fit together and lined up as it should. I replaced the four original governor balls that had minor flat spots. I can't say it works like a charm, but it certainly appears to work as it should! Now the rpm's don't bog down going up hill or go thru the hood going down hill!
