8N hydraulic problem

With the position control pointing up lift works okay.

With the lever in draft position lift doesn't want to work, but if I hold down on the front of the little lever it seems to work okay. Is there some external adjustment I can do? Or do I have to remove the top cover?

little history of the problem development would be helpful, but it is not likely that an external adjustment will fix it unless loosening the 4 quadrant bolts & sliding it fore & aft will do it.
 
I have no history on the tractor or problem. Bought it to resell. Lightly used as the clutch pedal shows very very little
wear.

would try 'easy' first. Loosen the 4 quadrant bolts & slide it fore & aft & see if either way fixed problem. Put a scribe mark first so you can put it back to where it is if not successful.
